Selling a home in Cobble Hill, Mill Bay and Shawnigan Lake
Cobble Hill, Mill Bay and Shawnigan Lake are the three South Cowichan communities, and VIREB prices all three inside Zone 3, the Cowichan Valley, where the single-family benchmark sat roughly between $725,000 and $825,000 as of September 2026. That figure leaves out acreage and waterfront, which is a large share of what sells here, so it is the least reliable guide to a South Cowichan home of any on the valley's pages.

What does a home in Cobble Hill, Mill Bay or Shawnigan Lake sell for?

VIREB treats Cobble Hill, Mill Bay and Shawnigan as three of its fourteen Zone 3 sub-areas. In Cobble Hill, price turns on lot size first and on Agricultural Land Reserve status second: two parcels of the same size, one inside the reserve and one outside it, are different assets. In Mill Bay, ocean views and the waterfront set the top of the market. At Shawnigan, the lake does: frontage, then lake access, then everything else.
A home with compliant servicing, a well with a current water test and a septic system with its filings in order, sells for more than the same land without them, and sells faster. Which farmland and water rules will a buyer check?
Two provincial regimes come up in almost every rural sale here, and a buyer's lawyer will check both.
- The Agricultural Land Reserve. Whether a parcel is in the reserve is decided parcel by parcel, and the Agricultural Land Commission's ALR Property and Map Finder looks one up by address or PID. Inside the reserve, a principal residence of up to 500 square metres needs no application; more than that, a second dwelling or a subdivision runs through the Commission. A buyer planning a second home or a subdivision needs the answer before they offer.
- Water licences. Under the Water Sustainability Act, groundwater used for anything other than a household has needed a licence since 29 February 2016, and existing users had until 1 March 2022 to apply and keep their original date of first use. A property that missed that deadline keeps its water use but loses its place in line, and that stays with the land when it sells. Water for a household alone is exempt.
The documents to have ready for a rural listing: the septic filing and any certification letter, the well record and a current water test, the water licence or a note that the use is household only, and the parcel's ALR status. Shawnigan Lake is the source water for the regional district's Shawnigan Lake North water system, so a lakeside buyer may also ask how a home on the shore gets its water.
Who buys in South Cowichan?
Victoria is the other half of this market. Cobble Hill is about 50 minutes from downtown Victoria and about 15 from Duncan, Mill Bay about 45 minutes from downtown Victoria, and Shawnigan about 50. Buyers here include Victoria commuters, families who want land or a lake and a school within reach, retirees who want quiet with Victoria close enough for appointments, and Victoria-side owners trading a city lot for acreage.
The real estate boards reflect that. VIREB and the Victoria Real Estate Board share a common market area, Malahat and Area, that takes in Cobble Hill, Mill Bay and Shawnigan Lake, so a Victoria buyer can find a South Cowichan listing in the search they already use. Listing with that buyer in mind means spelling out the drive over the Malahat, the transit, and the alternatives when the highway closes.
Those alternatives are part of the sale. The Mill Bay ferry crosses Saanich Inlet to Brentwood Bay, BC Transit's 66 CVX runs between Duncan and Victoria seven days a week, and the 99 SVX serves Shawnigan Lake on weekdays. The Malahat closes now and then, not often, and a buyer who will commute daily will ask about it.
Which provincial rules apply in each of the three?
All three are Cowichan Valley Regional District electoral areas rather than municipalities: in the 2021 census, Electoral Area C, Cobble Hill, counted 5,046 people, Area A, Mill Bay and Malahat, 4,949, and Area B, Shawnigan Lake, 8,994. The short-term rental rule is where they part ways.
- Speculation and Vacancy Tax. None of the three is a taxable area, so a second home in Cobble Hill, Mill Bay or Shawnigan owes no vacancy tax and needs no declaration. That sets South Cowichan apart from Duncan and North Cowichan just up the highway.
- Short-term rentals. The provincial principal residence requirement applies in Electoral Area C, Cobble Hill, and Electoral Area A, Mill Bay and Malahat, so a suite there can only be rented short term by someone whose home it is. It does not apply in Electoral Area B, Shawnigan Lake. A Shawnigan cottage with a vacation-rental history can be sold with it, within the regional district's zoning and the provincial registration every host needs.
Cobble Hill, Mill Bay and Shawnigan are in School District 79, Cowichan Valley. For health care, buyers here look north to the Quw'utsun Valley Hospital in North Cowichan, the valley's replacement hospital, which Island Health expects to open to patients in mid-2027.
Common questions about selling in South Cowichan
Does the vacancy tax apply in Cobble Hill, Mill Bay or Shawnigan Lake?
No. All three are Cowichan Valley Regional District electoral areas, and none is a taxable area for the Speculation and Vacancy Tax. Duncan and North Cowichan, to the north, are.
Can you rent a suite short term in Shawnigan Lake?
The provincial principal residence requirement does not apply in Electoral Area B, Shawnigan Lake, so a host does not have to live there, subject to regional district zoning and provincial registration. It does apply in Cobble Hill and Mill Bay.
How do you check whether a South Cowichan property is in the ALR?
Use the Agricultural Land Commission's ALR Property and Map Finder, which looks a parcel up by address or PID. The Commission confirms status officially on request, and a buyer's lawyer will usually check it again.
